These broadcasts provided a steady supply of western information and entertainment to Eastern Bloc citizens during the Cold War. The VOA broadcasts were designed to counter soviet propaganda directed at soviet citizens.
Effective communicators cannot be solely concerned with producing “party line” messages. They must be aware that other messages will reach their target audiences and plan on effective countermeasures.
